Summary/Abstract: The thesis of this paper is that the French debate on the “European Constitution” will not be reinitiated in case the ratification or functioning of Lisbon Treaty would fail. I shall start my article from the 2005 French referendum, when the French Republic rejected the Treaty on Establishing a Constitution for Europe, fact that blocked EU’s constitutional evolution. Thus, the hypothesis of research is that the public opinion dindn’t sustained the constitutional project as a vote against the government politics. Other factors also contributed: the absence of social cohesion inside the Union and the lack of a constitutional moment. Finally, my article will explain the position of the French executive power in case the ratification or functionment of the Lisbon Treaty would fail.
