Summary/Abstract: Unemployment in Montenegro, without doubt, represents one of the most severe economic and social problems facing Montenegrin society. The building of an open market economy, with a predominant participation of private property and a high level of competition, is the strategic aim set before the economy of Montenegro. An important segment of the reforms to the whole economic system is the reform in the area of labour market developments. The new employment law from 2002 has provided a more qualitative institutional framework for the regulation of interventions in the labour market is being considered. The law systemises the process of employment, insurance (in case of unemployment), the law on legal identity, the provision of assistance in case of unemployment, and many other questions referring to organised and productive employment. The focus of our analysis is on labour market development and unemployment in Montenegro in the context of the opportunities for labour market transformation – i.e. the reduction in the rate of unemployment – made possible by the new Employment Law.
