Summary/Abstract: The authors look at another important aspect – regional cohesion – and examine what are seen as the necessary policy instruments for a balanced regional development in Montenegro, addressing also the major problems and solutions. There are substantial differences in the development of the three regions in Montenegro: southern; central; and northern. At the same time, an important development goal for long-term economic development is to overcome the gap in sub-regional inequalities. Taking into account the importance of the stated circumstances, which have produced a whole range of new development goals, it is clear that Montenegrin regional issues demand studious and systematic research. The starting point for this work is to find a way to achieve the projected goal – a relatively equable and satisfactory level of development for the regions – in the shortest period of time. In other words, the definition of the strategic development vision of Montenegro drawn from the perspective of regional inequalities. Regional development is a long-lasting and complex phenomenon. Effects and disproportions at any level of the territorial organisation of the country do not manifest themselves quickly, or in the manner that certain economic sectors do. They are always the result of economic and non-economic factors, as well as natural, demographic and structural ones which can be visible only on the basis of detailed analysis and after a relatively long period of time.
