THE ROLE OF THE DISTRICT IN THE DEVELOPMENT OF CIVILIZATION. THE CASE OF MAŁOPOLSKA

Summary/Abstract: The main aim of this article is demonstrating the role of the powiat in the civilisation process of the region. We want to show how the tasks which are the result of the act of law are realized in practice, and what the role of the powiat in the civilization process is, according to the powiat authorities, the employees managing the Departments of Development and Promotion, the local councilors and the representatives of the biggest non-governmental organisations in the region. The civilization development has been defined very widely here, as directed social process in result of which a constant increase of some socially essential variables takes place. We have been interested in the influence that powiat has on the economic development, the labour market, the promotion of the region, creating infrastructure for the growth of the civilization potential, and the trans communal cooperation.
