Summary/Abstract: The article makes an attempt for a theoretical establishment of the possibility the construct "cognitive age" to play one of the major mediator role in motivating people to support the efforts of Bulgarian state in becoming a member of the European Union. In the first part of the article in connection with human needs, the nature and types of motivation - intrinsic, extrinsic and achievement motivation are briefly described in concern with the role of state administration servants in relation to EU accession process. The main focus is on the understanding of the construct "cognitive age", the approaches of its empiric measurement, as well as the different ways of its application as a mediator. The last part of the article is devoted to some specific characteristics of written communication. On the one hand, the understanding of communication as a sequence of the increased level of motivation in public administration is revealed, while on the other hand - written communication is discussed and its new elements for the Bulgarian state administration.
