Demographic Processes and the Formation of the Labour Force

Summary/Abstract: Defending the thesis that human capital has been and remains the basic factor for the creation of social wealth, the article tackles the reproduction of the latter and its fulfilment. The main demographic processes which give rise to the quantitative parameters of the reproduction of the labour force are under scrutiny. Special attention is paid to depopulation which began in the early years of this decade and grew bigger, starting with 0.4 per thousand in 1990, to become in 1991 1.6 per thousand, and 2.2 per thousand in 1992. Emigration is the main cause for the decrease of human capital and in the period 1986-1991 it amounted to 476 000, the main part of it consisting of young and able to work people. The loss of labour and human potential due to the emigration wave is also estimated in the paper. As a result of this the number of young people who in the future will come nearer to the working age is abruptly going down. The quantitative parameters of the labour force and its qualitative features characterized by its ability to work, the capability and readiness to perform labour and social activities, are studied too. Special attention to unemployment in the country is paid in the process of researching of the labour force. Finally, the author pleads for economic and social reforms which should operate not only with their monetary potential but concentrate more on the structural reforms, investment and innovation which altogether would dynamize the economy and secure normal reproduction and personal achievement of the people.
