Summary/Abstract: School is a living organism, a microcosm, but also a mezzo-system of its kind influenced both by micro- and macrosystems, which should be taken into consideration when pondering upon where we are now, where we are going and what we are to do for a reform process to succeed. The aim of our survey was an as holistic approach as possible to the implementation of the primary education reform from the first to the third grade (2003.–2008.), with a special emphasis on the (specific) Herzegovina/ Neretva Canton. The analysis is based on the experiences and problems daily faced directly by the teachers of the first triad of the nine-year education, and indirectly by the parents of the children involved in this cycle of the reformed primary school. In both samples – both in teachers and parents – a negative attitude towards the primary school reform is present, which results from the lack of information, the lack of cooperation among the relevant subjects, the inadequate preparation of schools (in terms of organisation, equipment and finance) and teachers for the implementation of the reform, then from its politicisation („top-down“ reform model) and the like. All relevant subjects should work synergetically in order to secure a correct and quality implementation of the educational reform, taking into account the benefit of children and the future of the society.
