Summary/Abstract: Milo Djukanović became Montenegro’s prime minister for the sixth time following the recent Montenegrin parliamentary elections. He continues to dominate the political scene and has done so since he became prime minister in 1991. Djukanović’s presence has given Montenegrin politics a sense of continuity through turbulent and uncertain times. His decisions have – more than any other individual in Montenegrin politics – dictated the direction the country has taken over the past eighteen years. From a staunch supporter of Milošević to his most virulent opponent and from a (often hard-line) supporter of Serb nationalism to the architect of Montenegro’s independence, Djukanović’s career has been characterised by his ability to adapt quickly to rapidly changing circumstances. He has developed something of a personality cult among his many supporters, yet he is despised by his critics who argue that his domination of Montenegrin politics is detrimental to the democratic development of the state.
