Problems in the assessment of management effectiveness of local government units  comparative analysis of selected communities

Summary/Abstract: The problem in assessing the effectiveness of management of local government units is the result of lack of clear criteria and indications. It can be assumed that the effectiveness of financial management of local governments is connected with their greater financial autonomy. Nevertheless, the effectiveness of financial management is also social satisfaction, which can occur in a high-rate-support for direct elections. As shown in comparative studies, the latter circumstances are connected with achieving better indicators to assess the financial situation of communities. The governments where there is authority stability show generally better indicators, which may mean that they are effective in operation.
