THOUGHTS ON THE IMPLEMENTATION OF DISARMAMENT DEMOBILIZATION AND REINTEGRATION – DDR PROGRAMS FOR EX-COMBATANTS

Summary/Abstract: The implementation of DDR programs demands a major and lasting analytical, organizational and operational effort. Last decade’s proliferation of irregular armed groups has asked for a flexible approach to the phenomenon, and the projection of its management within a frame of a post-conflict national reconstruction strategy. The specific stages intermingle and the DDR process supporting measures are numerous and aimed to address target groups in a different way. The implementation of programs is based on clear intelligence about specific needs and takes shape by the integration of efforts of many operational elements (observers teams, technical teams, coordination structures, territorial centers, DDR teams), within the DDR operations.
