Summary/Abstract: The rapid development of all forms of human activity in the economic, social, political, military, cultural and scientific domain were subject to both institutions and diplomatic methods of rapid and substantial transformation process, which led sometimes to question the very essence and its forms. Diplomacy is a special activity, ensuring a smooth functioning of international relations. It is the activity which, through its functions, is designed to create the best conditions for these relationships so that they will proceed smoothly.
