Summary/Abstract: The peaceful diplomatic means at the international level are: direct negotiations between the states in dispute, good offices, mediation, international investigation and international reconciliation. The Paris Charter for a New Europe, in 1990, adopted at the summit of the CSCE, reaffirmed the principle of peaceful settlement of disputes between States and decided to put in place mechanisms to prevent and resolve conflicts between the States.
