Upgrade of Social Security Through Prevention of Unemployment

Summary/Abstract: In the first part, the author looks at development of unemployment insurance in developed countries, as well as difficulties and criteria for exercising this right. The second part considers unemployment insurance in former socialist countries, with a particular focus on BIH. This type of insurance, which includes monetary compensation for periods of unemployment, was only introduced in our country in 2000 for Republika Srpska and 2001 for FBiH. Conditions for exercising this right, the amount of compensation and the time of payment depend on numerous factors. One of the most important ones is the ratio between the number of persons employed and the unemployed, because unemployment compensation is mainly paid out of contributions paid in by the employed. In view of the unfavourable employment-unemployment ratio in our country, criteria for exercising this right are rather strict. The period of payment of unemployment compensation and its actual amount consider between the two entities in BiH and these differences are examined in detail in this paper. The closing part indicates all the difficulties the unemployed deal with in practical terms, when trying to exercise their rights arising from this type of insurance.
