Summary/Abstract: Juozas Skirius reviewed and evaluated Rūta Kazlauskienė’s doctoral thesis (social sciences) defended at Mykolas Romeris university on the 11th of November, 2009. According to the reviewer, the author of the thesis systematically researched the legal norms of the Lithuanian Statutes and determined the relationship between public and private legal institutions in the Lithuanian Statutes. The review of the historical development of law teaching (till the 16th century), based on public and private grounds, permitted to determine the importance of this division for the legal system of the Lithuanian Statutes. In the professor’s opinion, this legal dualistic idea became pretty convenient – the private law emerged as the sphere of noblemen’s freedom while the public law was supposed to determine the system of formation and functioning of governing authorities. The review of the Lithuanian Statutes and public law issue in Lithuania’s present-day legal system also allows to emphasize a residual value of the Lithuanian legal traditions.
