Summary/Abstract: The article deals with the problems of those regions of the coun¬try where depopulation and demographic ageing are most pronounced in the recent years. One example of such a region is the North-Western Region f Bulgaria. For those regions, as well as for the country as a whole (as far as depopulation is observed at the national level as well, though at a lower level compared to certain regions) a specific policy is needed, which should respond to the needs of the population for health care, communi¬cations, education, etc. This type of policy is already being applied in other European countries with similar demographic situation, and its main elements are explained in international documents, discussed in the article. The main thesis is that a specific policy of this type, adapted to the needs of an ageing population, is more adequate to the present state of the population, than a direct pro-natalist policy.
