Summary/Abstract: The first part of the paper is focused on theoretical discussion devoted to clusters and clusters initiatives (cluster and cluster initiative definition, triple helix model and clusters’ life cycle). Basic barriers in stimulation and supporting cluster structures development are indicated and some typologies proposed (in view of types of barriers and the main members of the network) and the most important problems pointed out. Furthermore, basic advantages of clusters and cluster initiatives for region, entrepreneurs and local societies are defined on the basis of empirical research (deepen interviews to cluster initiatives’ animators particularly from Opole Voivodeship).
