Organization and development prospects of the health insurance in Bulgaria

Summary/Abstract: The article summarizes the development and financing of the health insurance in Bulgaria in different kinds of levels of providing medical care (GPs, medical and dental services provided by specialists and hospital care). The status of the voluntary health insurance is analyzed. The conclusion is that the two-pillar health insurance system suffers from a significant shortage of public funds and the voluntary health insurance plays a minimal role in the health insurance system in Bulgaria. A version of a three-pillar model of health insurance is proposed, including: compulsory health insurance, compulsory supple­mentary and voluntary health insurance.
