Summary/Abstract: Globalization brought the reign of the financial markets, along with its progress and its opportunities. The large number of crisis in the 90’s pointed out that financial flows have gone out of control and that many controls ceased to perform, at international level – demanding redesigning. For this reason we find a large scale consensus, both in academic and in political environment, regarding the need for a deeper analysis and treatment of issues concerning financial stability. All the important players of the world economy, countries and various entities share a common interest in creating a healthy economical environment, in decreasing the uncertainty of the financial markets, having in mind the goal of benefiting from the opening of these markets. In time, a whole body of literature developed, presenting various theories of instability, each bringing its contribution to the understanding of the financial crisis’ mechanism and of their causes, and also to bring to light different measures for prevention and management. Beyond academic debates, the idea of prevention and troubleshooting the financial crisis has been a constant presence on the agenda of international community during the last 10 years. Principles regarding the stability of financial flows gain more and more support, present efforts being concentrated on implementation of such principles.
