Summary/Abstract: Based on current estimations, it can be stated that after 1989, Romania registered a continuous increase of the illegal drug trafficking and abuse, mainly because of a slow and uncoordinated response of the governmental authorities and the civil society. The study of the patterns of drug abuse, of the attitude towards drug abuse and drug addicts allow us to establish an accurate database underpinning for new strategies in the field, as an adequate response to the current situation. The aim of implementing general population surveys is to obtain useful information regarding extends and trends of different drug abuses in population by determining the prevalence of drug abuse and establish its patterns. The general objective of these surveys is to obtain useful information for designing and assessing polices in the field of drug abuse prevention. The specific objective is to know the prevalence of use of different psychoactive substances, the socio-demographic characteristics of the drug users, the population’s opinion regarding drug abuse and drug users and some patterns of abuse. The available data for 2004 indicated an increase of the drug trafficking and drug use phenomenon in Romania, and, even if the values of the relevant indicators were below the European average, emphasis may be laid on the upward trend for most indicators (number of arrests, drug seizures, prison inmates, etc.) At the local level (with regard to the prevalence of drug use in Bistrita-Nasaud county), the study shows that illegal drugs use was more frequent in youth population, therefore prevention programs for drug use must address primarily the younger population (15 years old or even younger), in order to stall the onset age of drug use.
