Summary/Abstract: If the rationality predominance in the decision process of the two powers was one of the arguments to prove that the Cold War has not become a warm conflict, that the discouragement derived from the nuclear capacity coupled with the political will work, nowadays, and that the political thinking seems to have taken into consideration another argument: the one that takes as a general premise, especially, the risks derived from the irrationality of some actors (rogue states or terrorists) when analyzing the nuclear threat. Such an assessment presumes the fact that the states involved in nuclear programs hold secure capacities and adopt a rational attitude.
