Summary/Abstract: It is largely accepted that, in the confrontation of rational actors, the nuclear arms cannot be used, the offensive military capacity is reduced, nuclear weapons having just a deterrent role. Nuclear deterrence is based on the presumption that nobody will ever dare to strike first because the response to that would mean nuclear annihilation.The main role that the nuclear capacity plays in the power equation became obvious with the Mutually Assured Destruction doctrine, but the end of the Cold War made the MAD in a large measure irrelevant.
