The Concept of the Enemy in New Security Environment

Summary/Abstract: The principal way to get to enemy vulnerabilities – their centers of gravity – was through the destruction of defending forces. Well beyond the activity of destroying an opposing forces lies the ultimate purpose of war to compel a positive political outcome. The use of force to control rather than destroy an opponent´s ability to act lends a different perspective to the most effective use of force within the new security environment. The ability to effect essential systems on which an adversary relies to achieve infl uence is critical to this concept of Effects-based approch to operations. It takes the ideas of Italy´s Giulio Doughet, America´s Billy Mitchel, Britain´s Arthur Tedder, and others, one step further, aiming not just to impede the means of the enemy to conduct war or the will of the people to continue war, but the very ability of the enemy to control its vital functions. The paper deals with a different approach (proposal) to applications of this new concept by using of the process and situational management in the change of entity – prospective enemy
