Cost-effectiveness analysis of environmental policy – theory and practice overview

Summary/Abstract: The interest of cost-effectiveness emerged in the late twentieth century. Initially, the analysis consisted primarily of individual investment projects. Nowadays they are transferred to the local level. These are mostly ex-post analyses of comparisons of technological ways to pollution abatement. The use of cost-effectiveness analysis to ex-ante evaluation of strategies, plans or policies has not been put into common practice yet, although there are some trials of such analyzes. This paper provides an overview of the world’s scientific, legislative and practical achievements in this area.
