Summary/Abstract: Decentralization of the public administration means awarding to independent organizations the possibility of forming their lawful status in the sphere qualified by the act. An essence of chambers of commerce is an independent accomplishment of the tasks of the economic activity sphere by representatives of businessmen. In the European Union business organizations are active exponents of businessmen; there are two modifications of the lawful system of chambers of commerce: French with general membership and British with voluntary membership of businessmen. German lawful system of chambers of commerce is an example of French system. German chambers of commerce influence the decisions of the authorities and the public administration which refer to the economic problems, the support of business development and the environmental protection.
