Summary/Abstract: East and South East Anatolia regions have been witnessed the PKK terror starting de facto from August 1984. In this article, the author has been dealt with the socio-cultural structure of the regions and has tried to establish a relationship between this socio-cultural structure and PKK terror. As a result of the socio-cultural structure of the region unable to fulfill the necessities of the 20th century, of the problems arising from this structure and of the state’s impossibilities and negligence, the region has been seemed to “be left behind deliberately” from an outside point of view. Meanwhile, terrorist organization PKK, which was established in 1978 through the perception of armed fights, has been exploited the weaknesses in the socio-cultural values (feudal lordship system, families with too many children, inadequate education, life style identified with small live stocks, girls to be seen as commodities, etc.), geographical structure (region adjacent to borderline, mountainous area) and economic weaknesses. Within this context, enemies of Turkey have followed the policy of using the terrorist organization in order to give a shock to the balances in Turkey and have transformed this policy into the policy of using Kurds by enlarging the mentioned policy, as seen many times in the course of history.
