What are the Differences between the Concepts of Risk and Threat within the Context of Security and How Should These Differences Be Determined?

Summary/Abstract: However it is used in many different areas today, the concept of security has not been clearly defined yet. The concept of security, which was perceived more as a military security before the Cold War, has been characterized with a broader meaning after the end of Cold War and also political, social, economical and environmental issues has been added to this meaning. In parallel with this expansion of this concept of security, the concepts of risk and threat have became concepts which includes political, social, economic and environmental issues as well as the military issues and which are pertains to all of the governmental bodies. Within the same concept, the concept of security has skipped from a passive structure to an active one, which changes constantly and is to be followed.In order to decide for whom and to what extent is the security, first of all, the risks and the threats, which constitute the starting point for the security studies, have to be determined. The essential element in determining the risks and the threats is the capabilities of the administration. Whether an issue is a risk or a threat is depends on the perception of it by the person, institution or state, which accepts it, according to its own abilities and capabilities more than on the characteristics of the issue itself. Security is a comprehensive phenomenon, which may be delivered by intelligence elements, armed forces, diplomats, police/gendarme/private security organizations, non-governmental organizations and international security organizations. It is also a continuous phenomenon depending on changing conditions. For this reason, the Secretariat–General of the National Security Council, which is a constitutional institution, is needed more than it was in the previous terms. Making the Council in question to include academics and the specialists in the fields related to the society, politics, military, environment and international relations instead of making the council in question more passive has became a necessity resulting from time and environment. It must be a technical council, which works not through political methods but through scientific methods.
