Summary/Abstract: Synchronized action at both professional and organization level in the functioning of health establishments is based on interpersonal trust. Trust and the attendant risk are unexplored elements of interpersonal relations between members of the teams within the health care system in Bulgaria. Health managers and their staff operate in an environment that is partly a market, partly a bureaucracy and partly a service network. The market reforms increase efficiency but can not fill in the gaps in the services or create an integrated network for the users of health services. There is a lively ongoing debate about the fact that, despite the politicians’ efforts to synchronize the different units, the required results have not been achieved yet.
