Summary/Abstract: The socio-economic reforms carried out after 1989 showed the weakness of the economic and social rural border areas located in south-western Poland. The remoteness of these areas causes that their development must be based on endogenous growth factors, including in particular social capital. A manifestation of the formation of social capital is the activity of a local community focused on non-governmental organizations. The increasing public awareness can include new functional areas in the activities of NGOs, but it requires the cooperation of local authorities. The study shows that despite the existing relationships between organizations and local government administration, the involvement of the latter is still too small for the needs and importance of the problem.
