Summary/Abstract: Innovativeness of the sector of small and medium-sized enterprises is a key factor in increasing the competitiveness of the European economy, as illustrated by the provisions of the EU document “Europe 2020” and earlier provisions of the Lisbon Strategy. Small and medium-sized enterprises have to, therefore, learn how to effectively manage innovation processes, how and when to change these processes and what mechanisms to choose to implement them in accordance with the adopted strategy. Among numerous factors that determine the innovative development of the SME sector, organisational culture which should facilitate the expansion of knowledge, flexibility, creativity and, above all, openness occupies a special place. Thus, an open organisational culture becomes especially important in enhancing innovativeness of enterprises. The purpose of this paper is a theoretical attempt to define an open organizational culture, and the objective is to assess the empirical openness of the existing organizational culture of small and medium-sized enterprises. In order to achieve this objective in the article there are used secondary data from studies carried out on a sample of 300 companies (including 201 small businesses and 99 schools) of the Łóodź region in 2010-2013 within the framework of the research project No. N N115 364839.
