Summary/Abstract: The theory that I shall seek to elaborate here puts considerable emphasis on the function of transparency and public involvement in the rulemaking process, the impact of transparency on the functioning of government services, and the effect of transparency and accountability on service distribution. In this paper I am particularly interested in exploring the goals that transparency and public involvement serve, the outcomes of transparency of government services, and the influence of transparency and data on citizen participation and service delivery. My paper contributes to the literature by providing evidence on the enforcement of transparency procedures in the public sector, the significant functions transparency and trust have in decreasing corruption and enhancing citizen contentment with public services, and the significance of social accountability in augmenting service distribution.
