Local government as a beneficiary of EU funds (on the example of the municipalities of the Warmia and Mazury Voivodeship)

Summary/Abstract: This article attempts to answer the question whether there are any differences in approaching EU funds among municipalities which use this source of funding with varying intensity. The information, which was the basis of inference, was collected from 54 municipalities treasurers via a questionnaire survey. An attempt to generalize the obtained results led to the observation that there were differences between the least and most intensive groups of users of EU funds in terms of the discussed issues, but they did not have very strong nature. Identified differences concerned: 1) areas in which European projects were made and 2) the factors taken into account when municipalities decided to apply for funding. In addition, representatives of the municipalities most intensively using EU funds, more than any other gave clear answers how much time they needed to prepare all the necessary documents and what they did themselves and what kind of work they outsourced.
