Summary/Abstract: Modern organization of state administration has a very complex structure and multiple functions, and as such represents a field of various forms of coordination and networking. In developed democracies and prosperous economic system, particular attention is given to the constitution of the state of good governance, state administration as a starting point for establishing the quality of the political system, the rule of law and the rule of law in general. Authors of this paper is to explain the phenomenon of the state administration, giving special emphasis on the current state of public administration in the Republic of Serbia and the reform process through which it passes
