Summary/Abstract: The essence of the operation of each institution should be a long-term strategy based on defined targets. Specific location in the social and economic forces relevant stakeholder relations. The key turns out to maintain a balance between the different stakeholders. Education is a priority area for the development of modern society, and the use of available resources, both intellectual and material, the fullest possible realization of social responsibility. The university needs to invest in research, be a stimulus pro-innovation activities. Participation in clusters and the implementation of research results can be a major part of the revenue the university. These actions should lead to an increase in the value of the university, as an indicator of growth and its growing position in the market for higher education or - as determined by the market in the United States — the "educational industry"
