Summary/Abstract: The purpose of the paper is to propose an analytical tool that can operationalize links between culture and tourism within the framework of cultural and local development policies. Such a tool should show the interface between cultural services and tourism, allow the evaluation of the effectiveness of implemented policies and of their contribution to the local economy. After a review of the literature the concept of tourism value chain has been chosen as its theoretical foundation. The paper is based on the literature covering issues pertinent to the concept of the tourism value chain and its empirical verification with some examples taken from primary sources. The role of cultural services within primary and supporting functions of the tourism destination value chain have been established and metrics of policy effectiveness proposed.
