Summary/Abstract: In the developing and emerging countries the policy for research and innovation contributes to the creation of not only the innovation potential, but it should also alleviate some socio-economic problems and promote economic development. The Republic of South Africa gradually improves its innovation potential. When the apartheid system ended, some measures were taken to create the modern innovation system. Hovewer, this potential is not well developed and its weaknesses include low quality and utilization of the human resources. In the multiannual programmes for innovation some main directions for the further creation of the innovation system in this country are indicated. The present innovation policy should focus on such a kind of innovations which promote the socio-economic development and social inclusion.
