Using Outsourcing in Turkish Armed Forces and Private Military Companies in the Context of Privatization of Logistic Services

Summary/Abstract: Private Military Companies are organizations carrying out their activities within the framework of the contracts. In recent years, Turkish Armed Forces has purchased various services using outsourcing, however, there is no signed contract with Private Military Companies. In international literature, there are many researches on partnership between developed states’ armies and private military companies. In domestic literature, there are many researches stating that Turkish Armed Forces should benefit from Private Military Companies, but those have limited information how this can be done. In order to fill this gap, this study is intended to examine Private Military Companies in terms of political, legal, economic and ethical aspects and to identify areas of collaboration with the Turkish Armed Forces. The findings implicates that the determination of the area to be signed contract with Private Military Companies, revisions in legislation and the developments on the establishment of private military companies in Turkey are the most important factors to affect the privatization of logistics services.
