Summary/Abstract: The presented qualitative analysis fits in the cognitive gap in our scientific and practical knowledge of causes and consequences of an ineffective cohesion policy with regard to grants offered to entrepreneurs. An efficient use of EU funding is a measure of the effectiveness of the EU cohesion policy. The amount of financial assets used cannot be seen as being equivalent to investing. Growing economic concerns of the EU are largely due to inappropriate and consumption-oriented spending of EU funding. A situation in which, on the one hand, short-lived welfare is founded upon EU funding and, on the other hand, apparently obsessive celebration of the saving power of EU grants hinges upon the amount of assets spent, is unacceptable.
