Summary/Abstract: Before 1807 in the Polish constitutional system there was no such institution as the Council of State. This year marks the establishment of both the first Council of State and the Duchy of Warsaw. The treaties stipulated that the Council of State (Conseil d'Etat) of the Duchy of Warsaw was a permanent institution performing an ancillary function to a king. During the existence of the Kingdom of Poland were three Council of State. Their competencies are changed.
