Development of Quality Management System at the University of Sarajevo

Summary/Abstract: An important component of a successful implementation of the Bologna Reform is the efficient quality management system at the universities and European cooperation in the process of ensuring the quality of higher education. Passing the Frame Law on Higher Education in Bosnia and Herzegovina and of the Sarajevo Canton Law on Higher Education created a necessary legal base for the beginning of institutional quality management system development at the University of Sarajevo. This article describes the concept of quality insurance system development. The model proposed is compatible with the ones existing at the European universities, and it primarily insists upon the formation of certain bodies and then the development and adoption of the basic documents, procedures and quality management system guidelines. The second phase focuses on the process of data usage, gained via internal and external evaluations, for the purpose of passing decisions and continual improvements of the ongoing processes at the university. It is a substantial and complex process which cannot be completed without the recognition of guidelines defined by the Standards and Guidelines for Quality Assurance in EHEA and the university’s specific characteristics. Quality insurance system is not only an issue of formal implementation of the domestic and international regulations. Its role in the dynamic social environment in which the modern universities function is becoming ever more significant and has gradually been transforming into one of the conditions of an efficient functioning, even survival of the universities.
