Current Problems in Realization of the Higher Education Reform in Accordance to the Bologna Principles at the University Of Sarajevo

Summary/Abstract: Problems related to higher education reform in accordance to the Bologna principles have been recognized as political, institutional, financial and social. They have frequently been subjective in nature or placed into the connection with inter-human relations, mainly because of the lacking or contradictory sub-legal acts, but also because of the incompetence or lack of interest of managers for introduction of the contemporary organization trends, lack of communication with students, enrolment policy, employment policy, etc. Signing the Bologna Declaration (Berlin 2003) brought about series of obligations for the state of Bosnia and Herzegovina, which have been transferred to the lower levels of governance. That means entities and cantons, which had not been either in the sense of personnel or in financial sense, able to fully implement the Bologna principles in the teaching process. Still, for the University of Sarajevo, that was a way out of a very difficult situation which resulted from war devastation. Political support is necessary for realization of all the important projects anywhere in the world. That is a very current issue in Bosnia and Herzegovina, in the process of Bologna Declaration implementation. The current political elite, which has a negative attitude towards Bosnia and Herzegovina, did not even try to conceal the obstructive intentions, whether because of the lack of intelligence, knowledge, or because of some political goals. Such inappropriate relationship prolonged in the first phase and later enabled passing the insufficient normative which destabilize the higher education system and reduce competence of our professors, associates and students. One may get the impression that we, as a society, are not interested in adoption and implementation of the EU system of academic values. In such time and space, because of the “obstructive ideals” of the decadent political scene, we need to be patient and determined to implement the reform which is the only way for us to reach the world of the developed and recognized people. However, because of lagging and difficult circumstances in the process of implementation of the Bologna principles, the ambience has changed at the University of Sarajevo, in comparison to other universities of the EU. The problems are evident in the financial aspect as well, for important recommendations have not been supported, and without them, the project cannot be successfully realized. The escalation of discontent is noticeable, mainly because of the reasons stated, but also because of the inability to modernize the teaching process, which means to have a t the disposal the modern teaching equipment, books and other aids. Because of the accumulated problems, which a relapse of aggression against Bosnia and Herzegovina, and because of the dubious time of transition and recession, inter human relations have suffered – often times we witness a non-academic genre.
