Summary/Abstract: The general methodological issues of migration policies are a part of the jointly researched project "Mechanisms of the migration of the population in the period of transition to market economy" carried out by two research teams of the Institute of Demography of the Bulgarian Academy of Sciences and the Institute of Economics of the Ukranian Academy of Sciences. From the theoretical point of view the explanation of the influence of the factors responsible for migrational behaviour are based on the concept of the territorial potential of the standard of living. This concept is a prerequisite for the study of migration policies which are closely related to a multifunctional and multipurpose territorial policies. Apart from the general mechanisms migration abroad has its own meaning within the migration and emigration policies of the Government. In the period of transition to market economy these mechanisms gain much immediate importance and tend to become a part of the foreign policy strategies of all Central and East European countries. Practically, migration policies are related to a great degree to the extensive organization of life and its more dynamic elements are the result of the corresponding economic territorial models. The unity of these spheres is secured by the means of transportation which have to be easily available and with reliable infrastructure. By studying these three spheres which bring about, form and develop the conditions and factors for migration, attempts are made to disclose the ways in which all other components (by sectors of the mentioned three basic sheres) influence the corresponding territorial models on the national, regional and local level.
