Summary/Abstract: This paper reviews theoretical and empirical research about the adoption and impact of human resource management (HRM) on small business performance as well as the barriers to the adoption of HRM policies and practices by small and medium-sized enterprises (SMEs). The paper discusses the importance of the adoption of such policies and practices by the Bulgarian SMEs and outlines factors that may inhibit the process of adoption.
