Summary/Abstract: Since the accession of Poland to the European Union, regional authorities have systematically developed strategic documents for regional development. This process is tedious and requires coordination with national documents, EU’s financial planning and Regional Operational Programmes. Development strategies are subjects of environmental consultations which is also the source of conflicts. The purpose of this article is to identify the difficulties which regional authorities were faced in the process of preparing strategies for development of the regions. The article gives the results of surveys carried out among the 16 Marshall’s offices in Poland in two periods of development planning i.e. in 2006, when there were prepared the strategies for the period 2007-2013 and in 2013, when there were works on documents for the period 2014-2020.
