Local police, a new step to reestablishment of the Administrative Police

Summary/Abstract: Administration of public order is unfortunately the most difficult thing to achieve in a society overwhelmed by the economic crisis, by poverty, but also by its failures. If the administrative police has evolved best in the interwar period, from a historical point of view, the police structures that appeared later, acting to implement the administrative act, failed to meet the aspirations of today's society located in a dynamic and continuous upgrading. Although it states three structures in charge of administrative police (police, gendarmerie and local police), the legislation governing police activity at this time fails to precisely define the scope of the activity of each of them, thus increasing the confusion of those who are trying to accomplish good administration of public order. Moreover, there is an unjustified waste of forces and means at the level of these structures in a very difficult period for the economy. For example, all these structures are to maintain public order but there is no clear delineation of their attributions which results in the possibility of competitive situations to arise between the three police structures. The same is true for the police administrative duties that each of the structures have. It would be necessary to precisely define the legislative powers of the police, gendarmerie and local police, but also to reorganize the unitary structure of the street police.
