Some considerations regarding the regionalization process in Romania

Summary/Abstract: Since the beginning of this year, an issue that occupies the public agenda is the regionalization of the Romanian territory and the creation of regions as administrative units with distinct legal personality. In other words, it is intended to create an intermediate level between the central and local administration. Within the EU, the role of regions was amplified significantly, they became partners in the foundation of the European Commission, the development and implementation of Community policies funded using Structural Funds. Furthermore, the „Maastricht Treaty adopted on 7 February 1992 entered into force on 1st November 1993, the Committee of the Regions was established which became operational in 1994: "The establishment of this committee came as a result of imperative requests from regional authorities a concrete representation in the institutional and decision of the EU”1. The legal framework for the Committee of the Regions is Article 198 of the Treaty establishing the European Community, as amended and supplemented, which states: "It shall establish an advisory committee composed of representatives of regional and local authorities," the Committee of the Regions". On the other hand, the territorial units NUTS were regulated by EC Regulation nr.1059/2003 of the European Parliament and of the Council of 26 May 20032 on the establishment of a common classification of territorial units (NUTS), as amended by Regulation EC No. 105/2007 and the EU Regulation 31/2011 of the Commission, which came into force on January 1, 2012
