FINANCIAL INCONVENIENCIES OF DECENTRALIZATION

Summary/Abstract: Substantiation and approval of expenditures of local budgets are carried out in accordance with real possibilities for the collection of revenues of local budgets forecasted. We propose an analysis of the principle of local autonomy that the financial administrative-territorial units are entitled to sufficient financial resources to be used in carrying out their tasks on the basis and within the limits prescribed by law. Financial disadvantages of decentralization seem to be serious in terms of expenditure against revenue. Therefore, the allocation of financial resources to balance local budgets should not affect the implementation of budgetary policies in the local government authorities within their powers.
