Summary/Abstract: Financial decentralization and increased local autonomy creates conditions for a more pronounced mass independence in managing their resources at hand. Also, there is the possibility to access European funds, to obtain loans and issue security values responsible local authorities concerning the future of public money and it's management efficiency and effectiveness. In these circumstances, there is the expression - even in the Romanian local administration - the principles of New Public Management (NPM), which presents a number of similarities with the management of the business environment. Analysis of the context and implications of this approach, the paper also highlights a number of limits imposed by the political factor as well as by the specific management of public money.
