The issue of minorities in establishing the southern border of Albaniain 1913

Summary/Abstract: When the political boundaries of the Albanian state were established, the Great Powers did not consider the minorities as a criterion in delineating them. However? the discussions concerning the minorities are important as they reflect many aspects of the Great Powers’ attitudes towards this issue and towards the interested parties i.e. Albania and Greece. This article, which is largely based on authentic Austro-Hungarian, British and Italian documentary sources, some of which are cited for the first time, deals with several issues. Firstly, the attitude of Great Powers towards the political status of minorities which displays the contradictions and divergences among them. It is clear that, this issue similarly with other problems, was dealt with to suit the political and geo-strategic interests of the Great Powers. They did not consider the will or the rights of these minorities as it was the case with the Vllahs and Albanians. Moreover, they did not try to find a balanced solution which would avoid future divergences and conflicts between the neighboring countries.
