Summary/Abstract: After his return in December 1924, A. Zogu made a number of legislative changes that aimed at justifying his coming in power and at the same time paid special attention to the reformation of the military forces. This paper focuses on the political reasons that made A.Zogu disperse the army, make the War Ministry non-functional and take legislative measures to separate the military from the politics and establish new leading structures in the army. Due to a bad financial situation he decided to decrease the number of military who at that time numbered around 7000 people. To this end was ordered the dispersal of the army and gendarmerie units. There were kept only three training companies with 100 people each located in Permet, Delvine and Korce and their headquarters in Tirane, Shkoder and Berat. Based on archival and bibliographical data, this paper analyses the reforms that took place in the army and turned it in a militia. The bulk of this system was the establishment of a High command which would lead a permanent body of officers and other officials who would work as instructors for different arms. They would train the new recruits who after finishing the military service would become reservists in their home towns.
