The reorganization of the Albanian gendarmerie (1925-1928)

Summary/Abstract: This paper deals with the reorganization of the Albanian gendarmerie from 1925 to 1928. During this time it was made an important progress in the reformation and consolidation of the state institutions, the implementation of the law in everyday life and in this context the gendarmerie received a special attention, too. Based on archival documents and published sources, this paper makes an overview of the situation in the Albanian gendarmerie in 1925 and the issues it encountered during this time. Moreover, there are analyzed the factors that limited and restricted the gendarmerie’s activity and prevented it from being stronger although A.Zogu insisted on having British officers sent from Britain to help in its reorganization. In addition, it is highlighted the support that A. Zogu provided for the foreign officers, the competences they were given, the direct communication and collaboration he had with them and the General Headquarters of the gendarmerie, actions that made possible the overcoming of difficulties, gave shape to gendarmerie’s structure, facilitated the draft and approval of laws and regulations thus creating the legal framework for its activity and the financial management of the gendarmerie’s budget.
